When you import an EPS format image, the import dialogue gives the opportunity to scale. Once into Gimp the image is now a raster (bitmap) and subject to bitmap limitations, any scaling up or down can (will) degrade an image due to interpolation. All depends on the image and the amount of scaling.

So, when dialog window for an imported images is shown, we should validate width and height without losing quality not when a bitmap limitations occur.

I think you are correct there, bitmap limitations occur.

Up to you to determine what is acceptable. This importing a postscript at various resolutions. Obviously the small version is showing some pixellation even with strong anti-aliasing.

Should be installed plugin according to the URL for imports? When it is important?

The eps import already has an apply antialiasing function.

Applying Filters -> Enhance -> Antialias is not going to make any difference to your work. Icons ? But why not give it a try and compare results with/without.
