Probably not, your video has gone, the gif is difficult to see, but it looks like some sort of grid deformation.
This using the warp tool
Constrain the area with a selection
Use the Warp tool, mode is Grow Area, and because it is a pixel graphic set the interpolation to None.
Click in the selection to Grow.
When complete turn the selection off.
