as you can see, the pencil is at 1px (minimum)
but i need smaller to make my base before color
someone can help me ?

The pixel is the smallest item in GIMP - you can not colour (for example) half a pixel.

One possible way around the problem might be to double the number of pixels in each dimension - effectively allowing to to colour quarter pixels - but then if you need to resize the image back to the original dimensions when you have finished you will lose detail.
