Not without more information. The warning is self-explanatory, make a selection first.
As a guess, you want to move something, tell us what it is. A layer or ...what ?
The Gimp transform tools all have various modes, one is a selection mode. Probably you need one of the other modes.
This example of the move tool, in selection mode - the middle icon . There is no selection so you get the warning.
Try the first icon which is layer mode. That will move the active layer.
