Files search didn't find it because it's in the menu... Ok I said I know just enough to be dangerous. I'll try to do as suggested now that I know where... Sorry...

I'll attempt to post a screenshot of what Synaptic shows. Theoretically I do have something installed. Damn it wants the http address of the image. Now I've got to think of some place to post it... Ok I did that and see a tiny icon. Good point, I have an Acer C720 (ex-chromeOS) running 32 bit xubuntu xenial - similar age, 'buntu repos still available. Looks like Debian is also ok.

AFAIK all you need are the two libfftw3-xxxx packages shown in the earlier screenshot. I just tried a re-install and the repo is working. You can (re) install them. Use Synaptic.

What is missing for descreen.scm is the Gimp fastfourier (FFT) plugin. Attached is a zip with fourierx64 which goes in your Gimp 2.8 plugins folder ~/.gimp-2.8/plug-ins Make sure that it is executable when unpacked. In case anyone wants it, the descreen.scm is also included. That goes in ~/.gimp-2.8/scripts  (AFAIK these also work with Gimp 2.10).

My advice. Install those two files from the zip. Initially start Gimp in a terminal and look for any error messages that fastfourier might throw up. There is a small error message from script-fu, ignore that.

Open the terminal, type in gimp, hit the enter key. Have a look at that 30 second animation I made for you.

I can see you have the two packages libfftw3-double/single installed. The LMDE 2 I just installed has those as standard.

I have no idea where fourier-0.4.3 in your Gimp 2.8 profile comes from or why.

The Gimp profile ~/.gimp-2.8 is a hidden folder, in the file manager ctrl-h 'un-hides'

For the descreen script to work, it needs the gimp fft plugin, the one I supplied fourierx64 works.

It does need to be executable, you can check / make executable from the file manager, right click, look at permissions.

If fourierx64 is correctly installed, check that there are FFT entries in Fiters -> Generic

I see from your screenshot you have everything + kitchen sink installed, FXFoundry / GAP , all ancient stuff, never a great idea.

Aha, I did not have the prg in the plugins folder! Works now, Issue resolved. Muchas Gracias! Vielen Dank! Happy now! Now I can proceed with a job I've been working on for at least 2 years! A decent portrait of my camera-shy late son-in-law for his family! Yay you!

I think you may be a saint! In fact you are all saints! I know because I know I'm hard to work with...

BTW, the Mint forum has given up on me, I want to update my OS but which should I DL and try to install? Any ideas?
