100% Gimp !
Used ofnuts path tools for the sinewaves. Stroked with a brush dynamic and filled with the clone-layer-tool.

I assume that the equality of the background color at the top and the color of the bubbles at the bottom isn't a mere coincidence?

Cant remember. I have made a couple of those bendy halftone things.
All the others in Inkscape which is a hell of difficult, because you cant bend a pattern without distorting, so you never get round bubbles.
First try is here, which has the same up and down gradient theme.
It looks simple but Inkscape crashed several time on me, trying to get it right.

The other versions are offline.

I think the first one has a better deep sea vibe (the movie 'The Abyss', was an inspiration) while this one here, looks more like graffiti.

Any advice, on how to make it better colour-wise ?

EDIT:

I gave it another try. This time treating the halftone more as a gradient.
Better ?

I prefer the first one (white bubbles look more natural)
