Maybe Darktable http://www.darktable.org/ looks very similar to me.
edit: apologies, I thought there was a stable Windows release. You could try the windows installer from here: https://discuss.pixls.us/t/darktable-for-windows/4966/193

However I would go for something simpler such as XnViewMP, is free for personal use but not opensource
