Simple but how would i do this?

How would one attempt to duplicate the circle in the middle using Gimp? Please help! must be transparent just like in the image.

Not difficult (unless you really are using Android)

1. Start off with the background image then add the text above that.
2. Add a new layer Layer -> New Layer above the background image. Draw an elliptical selection to cover the text (3). Then feather the selection a suitable amount Select -> Feather (4) and ok it.

5. Fill the selection with white - Use the bucket fill tool or I just click-n-drag from the white swatch into the selection. Kill the selection Select -> None
6. Go to the Layers dialogue and adjust the opacity slider to suit.
