What exactly are you trying to do? The video is about locating the Gimp plugins folder for your Gimp 2.10 installation.
Are you adding a script-fu ? somename.scm
These are not plug-ins. These go in your scripts folder.
For Gimp 2.10 and Windows this is probably C:\Users\"yourname"\AppData\Roaming\GIMP\2.10\scripts
