There is an issue that has not been resolved where some Windows 7 32 bit installations do not run Gimp 2.10.8
It is worth trying the previous version Gimp 2.10.6 (revision 1) which is not affected.

Take a few precautions.
Uninstall Gimp 2.10.8 first.
If C:\Program Files\GIMP 2 remains delete it.
If a new Gimp 2.10 user profile was made C:\Users\"yourname"\AppData\Roaming\GIMP\2.10 delete it.
If there is a previous Gimp 2.8 installation, disable the user profile by renaming: C:\Users\"yourname"\.old-gimp-2.8
Install Gimp 2.10.6 see if it works.
