Here is a starting basis, note although circular the center is not the center of the canvas. Apart from that, just application of all the  Gimp standard tools in various modes.  see: https://i.imgur.com/OfTxZGg.jpg

Keep an eye open here, I will put together a basic 'how-to' video. (feeling in might regret this statement Wink )
