That very rarely works because the Gimp settings are not in the installation folder they are held in your Gimp 2.10 user profile.

C:\Users\"yourname"\AppData\Roaming\GIMP\2.10\

A couple of questions. Did you upgrade from Gimp 2.8? Do you use a graphics tablet?

Without knowledge of your settings, the next step is disable that folder.  

Rename it to say,  C:\Users\"yourname"\AppData\Roaming\GIMP\2.10-backup (If you have a existing C:\Users\"yourname"\.gimp-2.8 disable that as well)

Restart Gimp and it makes a new default user profile with all default settings.

On the other hand, as is sometimes pointed out, it could be a hardware problem with the mouse.

To clarify, I am using Gimp 10.10. It was a new install, not an upgrade from a previous version. My system is a Lenovo Yoga with Windows 10. The problem occurs weather I am in standard keyboard mode or tablet mode on the Lenovo. The frustrating thing is that Gimp was working perfectly on earlier projects using various input devices. To further clarify, it's not that the drawing tools don't work as all, but that they stop mid-stroke weather it is a paintbrush, pencil, or eraser. I will try your suggestion. Thanks.
