2.10.14 fails quoting: too many GEGL exceptions

You followed the procedure here: https://www.gimp-forum.net/Thread-Gimp-2...-18-04-LTS ? That now gets you Gimp 2.10.14

The otto-kesselgulasch/gimp PPA has its own updated libgegl maybe it did not update.

Try

sudo apt-get --allow-releaseinfo-change update

then

Code:

sudo apt install libgegl-0.4* libgegl-common

otherwise do not know.
