That about sums it up, I assume it is aimed at using a graphic tablet and adjusting (pressure?) force on the fly. My ancient Wacom is very over-sensitive on this Kubuntu setup and difficult to use. As far as I see anything over a very small setting, 6-ish is just normal density.
Pencil tool. This is in the change log somewhere, 'force' is disabled when using the pencil tool.
