Question 
I can't adjust the force. i don't know why

Potlood = pencil ? Is that correct ?

You need to use the smudge tool  Smudge 
When force = zero (or small)  it smudges 
force greater than zero then it acts as a brush.

   

If you are using a graphics tablet then use the dynamic 'Pressure Opacity'

This looks like the "Pencil". The Pencil tool is like a hard brush, there are many settings that it ignores (the Force appears to be among them, the value you see is the one you use with the Paintbrush.

So you probably want the Paintbrush instead.

Looking at alternatives, while the Pencil does not support Rate / Flow (the setting bottom of the tool options rather than 'Force') the Air Brush does and depending on use that is a better option that smudge. Have to confess, I never use the Airbrush Wink

Also worth look at the MyPaint brushes, there are blur and blend options with their own settings.
