There is a group working on evolving the Gimp Registry concept into an "AppStore" so that you could add plugins directly from Gimp. This would come with V3. I don't know the current status. Making that a university project could be fun. I can PM you the email of the people involved.
Otherwise, being not as shy as Rich, I could post the script. That would be my first Scheme script (and likely the last)
