Is the Off-Line documentation for v3.2.4 up to date and accurate? Windows 11 O/S.

You mean the Windows Help installation package from here: https://docs.gimp.org/download.html 
This one: https://download.gimp.org/mirror/pub/gim...-setup.exe

It does say there: 3.0.2 User Manual Source (Release Date: 2026-01-24)

Not up-to-date yet, It is maintained by volunteers, so be patient.

My opinion, it will have most of the topics you want, there will be a few like linked layers that are not covered. I am a great believer in the "dive in and experiment" principal.
