Load a digital font from this site : https://www.1001fonts.com/search.html?search=digital
Install the font on your computer
Start gimp and make a colored layer
Choose the installed font and type the text color you want
Copy the text layer and change the color with 'colours / Hue-Saturation / Hue
Blur the original text layer and change the color with 'colours / Hue-Saturation / Hue 
Done
