B&W and slight green tone

I'm trying to apply a tone using a new layer but nothing happens. When I use the background layer I see the tone.

You can't "Colorize" an empty transparent layer with this tool
instead colorize directly the layer below (your picture), or use the bucket tool or the gradient tool to "colorize" -> fill an empty layer

I’ve seen that greenish tint before when converting to B/W. What usually fixes it for me is going to Colors → Desaturate → Desaturate or using Colors → Color to Gray instead of just dropping saturation. If the tint still hangs around, a quick tweak in Colors → Color Balance (push midtones a bit toward magenta) clears it up.
