Ok, I think I understand what you require.
(1)Try and transform a layer with a layer mask and the mask is also transformed
(2) Split the mask from the layer by using a Layer Group with the mask attached to the Layer Group. (you can transfer with a copy / paste-and-anchor / delete-original)
Using United transform here, enable a composite preview lets you see what is happening overall.
If you want to, say move the whole layer + mask (as in 1) then just move the Layer Group instead.
