I managed to do it and I think it wasn't bad, at least the client liked the result. I used the following procedure:
1. I removed the previous eyebrow using heal selection
2. I selected the other eyebrow using the free selection tool (F)
3. Select => fade
4. Edit > Copy
5. I pasted it onto a separate layer: Ctrl+Shift+V
6. I flipped the eyebrow with the mirror tool (shift+f)
7. I moved the eyebrow to the target location.
The top image is the final one and the bottom one is the initial one
IMHO much too long, the eyebrow goes all the way to the temple.

I also thought that's what you said, but the client wants it this way. She asked for it to be this size because she'll be inserting the magnets in the area. She asked for both to be the size of her right eyebrow.
