I want to  be able to move the **** layer (after I had just rotated then resized) & this *** cursor is making me curse....

Wrong tool for moving a layer. That is the paths tool in move mode. (or maybe the move tool in paths mode)

   

The move tool. Make sure the mode is set to layers. Enable move the active layer useful if the is lots of transparency in a layer such as a text layer.

   

Note: In Gimp 2.10 there is also a position lock top of the layers dialogue.
