Eydropper/color picker doesn't work outside Gimp

In GIMP 1.x, and supposedly still in 2.10, the "monitor" icon in the color picker window enables an eyedropper tool which collects color info from anywhere on the screen, not just in GIMP.  This is VERY useful!  But in 2.10 it doesn't seem to work, unless I'm doing something wrong: as soon as the cursor leaves the GIMP window it reverts to Windows' generic arrowhead, and clicking anywhere outside the GIMP window just brings the new window to the front, like with any other cursor.

Or is there a step I'm missing?

You are correct, the color picker using the FG/BG selection window picks from the display, in Windows the cursor changes to the generic windows pointer but still works, or is supposed to work. There is a bug report going back about this. https://gitlab.gnome.org/GNOME/gimp/-/issues/1318 (not a problem in linux, at least my installation)

Difficult to say, this a 1 minute comparison, color picker tool (canvas only) then FG color picker Win 10 (VM) Gimp 2.10.22 https://i.imgur.com/llSOlRl.mp4

The only suggestion at the moment, reset the tool options in case something is stuck. Edit -> Preferences -> Tool Options Click Reset to Default Values and OK

Edit: It could be that, depending on work flow, the picker tool loses focus. This a different example using images open in Windows Viewer and picking from them. Requires reactivating the picker frequently. Another 50 seconds of my Win10 / Gimp 2.10 https://i.imgur.com/fia0we8.mp4
