Just my two euros worth. In the dim-and-distant past taking a photograph of a photograph with the intention of enlargement was a valid method, but the quality of a photographic emulsion is way better than the pixel density of a computer monitor. There are some improved scaling options these days, several in the gmic_qt plugin such as Upscale[Recursivex2] might actually give a small improvement as well as scaling.
IMHO it comes down to the type of image and the amount of user editing.
An old cartoon with solid colours, easy to color / fuzzy select and fill with colour.
Not so easy, an old digital from 25 years ago, plenty hand editing with clone and smudge tools.
