When I select part of an image to edit it in some way (e. g., rotate it), then choose Export As, and then choose to Replace the image with the same name, etc., etc., after I close the image and reopen it, all the areas outside of what I selected are gone (have been replaced with black fields). In other words, it is also doing a Crop To Selection although I absolutely do not want this. What needs to be done to stop this? My GIMP 2.10.38 never did this.

Always better if you give a screenshot of that select and rotate. I am not 100% sure of your workflow but I suspect for a rotate you have a Floating Layer (transformation) when you Export-As.
From a couple of tests, that is the difference between Gimp 2.10 / 3.0
Only thing I can suggest, is either anchor the floating layer or promote it to a new layer Layer -> To New Layer (shift - ctrl - N) which in my opinion is good practise anyway.
Edit: Coming back to it: Another possible solution is work in a layer Group. Examples using a jpeg (no transparency)
(1) The sort of effect you describe.
(2) The same workflow but in a layer group.
Thank you for your reply. I wasn't as precise in my original message as I should have been. I should have said that everything outside of the section I have changed (rotating, scaling, etc.) on the Canvas of my image is "blacked out". And, unlike the earlier version of GIMP, there is no Preview of this, therefore, since I don't see it has happened, I don't undo it via the Edit function. Forgive me, but I am a GIMP amateur and because of that I do not necessarily understand your reply. Can you simplify your reply?

From your first post, blacked out is when you open the exported-as image. That is example (1)
Do you have a Floating Layer (Transformation) when you export the image ?
If you have that, then use the Anchor the floating layer icon before exporting.
Otherwise give a screenshot of the whole Gimp interface layers / tools / tool options
I took literally eleven screenshots. Since only eight are allowed, I will have to create a second post that has the final three.
111 shows the image right after opening it in GIMP 3.0. 112 shows the the Select box I added by using the Rectangle Select feature. 113 shows the image after I selected the Rotate feature and actually rotated it. 114 shows what it looks like after I clicked on the Rotate button inside the Rotate window. 115 shows the Export Image window, which opened after I clicked on File>Export As. 116 shows what it looked like after I clicked on the Export button and it opened what I'll call the Replace window. 117 shows the Export Image As JPEG window which appeared after I clicked on the Replace button in the "Replace" window. 118 shows what it looked like after I clicked on the Export button in the Export Image As JPEG window.
In a little while, I will send Part 2 to this, which will have the remaining three screenshots, and accompanying commentary.

For now, before you save the PNG, anchor the floating selection that the rotate tool creates (if you look at the layer tab on the right hand side, there should be an "anchor" icon you can click). That should fix the problem. I'll look the code and try to fix the larger issues for the next release.

Here is the continuation of the previous post (sub-titled Part 1).
119 shows the pop-up of a window that is a type of Save window. In this case, I actually clicked on the Discard Changes button. All the years I've used GIMP, I have always chosen this option. I discovered somewhere that I had to make this choice to keep the file in question. It has never discarded any changes. [While I have been trying to figure this problem out myself, I actually tried choosing the Save As button, but it didn't make a difference.] 120 shows what happened after I clicked on the Discard Changes button. This is very strange, in a way, because, with the earlier version of GIMP, the entire GIMP window disappears. In fact, all the previous windows that opened do not look like the 'same' ones that appear when using the earlier version of GIMP. I used some other method to close the empty GIMP window. 121 shows the image which I opened a minute later in this later version of GIMP. As can easily be seen, everything on the canvas that was not what was selected (and rotated) turned into a big, black field. I did not want this to happen. I wanted the image to stay fully intact with the exception of what I edited. Since this didn't appear as a preview, I didn't know this would happen. Therefore, the image is irretrievably changed -- and, in my case, rendered useless. Nothing like this has never happened while using the earlier version of GIMP, despite following the same steps in the same order.
I do NOT see any anchor icon. You can look at all the screenshots and see that there is none. Meanwhile, I started experimenting with what was said in these two most recent replies. After clicking on the Rotate button, something shows up on the lower right that says Floating Selection. When I right-click on that, a window pops open that has among its choices Anchor Floating Layer Or Mask. When I selected this, that window closed and the Rotate window reappeared. I discovered that I had to click on the Rotate button again -- otherwise that window doesn't close and the rotation does not happen. Otherwise, it stays intact, without the "black out" effect. I wish someone could tell me why this happened. I've always assumed that with each updated version of GIMP, it is "improved". But, in this case, I have to add three steps that were never necessary in the older version. I can't understand how this represents an "improvement". I hope someone replies.
