Not quite true. The Gimp 3 syntax for python (and script-fu) has changed from Gimp 2.10 Those old scripts / plugins no longer work.
There is no "official" repo for Gimp 3 plugins at the moment although one is planned, however for the resynthesizer plugins (yes, you can have script-fu plugins now) there is a zip here:

Unzip resynthesizer.zip Put the 4 folders in your Gimp 3.2 User plugins - C:\Users\"yourname"\AppData\Roaming\GIMP\3.2\plug-ins
I have given it another try with Gimp 3.2.4 / Win 11 (VM) "just-in-case" and it does work. Seems a little slower than before but gets there.

In addition to resynthesizer get the gimp_gmic_qt plugin. http://www.gmic.eu It has 600+ filters in the package. As well as for Gimp, you find it in other applications - examples Krita for painting or Flowblade for video (oops - linux only). If you are "hands-on" not difficult to apply effects to extracted video frames and remake into video.
