That's the earliest Windows version there is. So what else do you need? Shall we try out for you?
Those are setup.exe files -  you hopefully know how to use a setup?

So the first one on the list is the earliest GIMP for windows right?

Generally anything 2.4.0 is earlier than 2.4.1 The releases follow numerical order.

Before you ask:
gimp-2.4.0-i586-setup.exe i586 refers to 32-bit Pentium processor instruction set.
and
gimp-2.4.1-i686-setup.exe i686 is a term for a 32-bit computer processor intel P6 instruction set.

All 32 bit. All should work, all you have to do is try them, I am not doing it for you.
For Gimp it is a case of fixing bugs, usually best to go for the last version released (most bug fixes). In this case gimp-2.4.7

So you are saying that any 32 bit GIMP for windows installation will work on any windows 32 bit opporating system?

I did find an older version of Gimp in my archive. A Gimp 2.0.3 from about 2004.  Saved myself some hassle and got a WinXP VM from the Internet Archive site.

The installation files are too large for this site so on my web storage
https://u.pcloud.link/publink/show?code=...ksjpDpQ9by  Gimp203.zip about 12 MB.
Unzip and there are 3 files. gimp203_setup.exe  gtkplus_243_setup.exe  GIMP_Win_install.pdf
Please read the PDF but in those days you installed gtkplus first then the gimp installer.

Not going to enter into any discussion on this, try it or not as you wish.
