Well, as stange as it may seem, I wrote a Mint 22.2 .iso to a flash drive and pulled up both original Gimp 2.10.38 and Gimp 3.0.6 Appimages and even the cut down version of 3.0.6 and opened them and they worked perfectly fine in the live environment.
I was able to change image sizes, rename, type text using the text tool, etc... This whole situation really doesn't make any sense does it?
They work for you in a virtual machine environment using Mint 22.3 but don't work for me in a Mint 22.3 live boot, but do work in a Mint 22.2 live boot environment.
