Add text under a photo

Is there a way to add text in a panel under a photo.
ie list the names of people in a family photo. Top Row, Bottom Row

Yes, you use the text tool to add text.

Typically you will add a text layer per person. If you want the text outside of the image you have to enlarge the "canvas". You can move the text layers around with the Move tool. Just make sure you click on one of the letters of the text and not in an empty space, otherwise you will drag something else.
You can align things neatly using guides.

If you find later that the text layers are too big/too small, do not scale them, re-edit them with the Text tool and change the font size.

Many Photo viewers will give you the option to add text before you print. I use Irfan view and it does
