Yeah, the GIMP print plugin has always been a bit buggy when it comes to margins and sizes. Honestly, the easiest fix is just to export as a PDF and print from there. Most PDF viewers will respect your document size and print it correctly, so you won't have to fight with GIMP's internal settings.
