Can anyone tell me how to remove the dark splotches in the background of this image. Some of these dark splotches are up against the hair of the monkey. Is there a way to mask the monkey using Edge Detect, and if so what are the steps?

Dodge/burn tool in "dodge" mode with a large soft (hardness 25) brush could do it:

   

As a complement for added safety you can duplicate the the layer, and set the top to "lighten only", and work on that one. The monkey's hair bing very light will remain as long as the top layer doesn't get lighter than they are:
