How Did I Create This Border?

Simple question: I made this border over a year ago and I can't figure out how I did it. How did I create this?

I did it without importing a grunge texture. If I remember correctly it started like: Select All, Shrink, Distort maybe?

Possibly Select ➤ Distort. This the result of distorting a circle selection:

I couldn't make it work with "Distort" after trying for several hours I made a grunge texture now so the problem is solved.

Patterns of Select ➤ Distort... look similar, so like Ofnuts, I think you used this function

   

but you did also used the Eraser Tool or a Brush Tool depending your layers' stack, with a brush or even more different brushes, but look below with a similar one

   

In the end your border is at least a 2 steps process

I have a feeling that the original was never made using Gimp   Have a good look at the original image.  Un-erase the transparency.

Can be emulated (a bit) using a layer mask and a large brush. (try the acrylics)
