How do I add a color layer + put text on top

I have an image.
I want to put another layer on top - say white or black.
On top of this layer, I want to put text.

What's the best way of doing this?

I thought it would be simple.
But I'm struggling.
I've started by created a new image. Then color the background. Then copy and past onto the image. And then add text on top.

I seem to be going wrong. I'm struggling to resize the layer or cut a bottom or top part off.

Hoping someone can point me in the right direction.

Is it just a problem with the size of the 'copy and paste' into the image?

There are two ways to go, 1. Merge the pasted into the active layer. Then you can not resize or crop. 2. Put the pasted as a new layer, then it can be manipulated.

The best way is as you described, keep in layers.
You can always resize/crop that 'other layer' first as a separate image.
Then add it to the base image you created.

Difficult to say without more details. Can you post a screenshot of the problem

Yes, from the description it's hard to tell if you're actually using separate layers. Make sure you are using a new layer for each element then you can manipulate, resize and crop each of them easily.
