How to add a glossy layer

I want to learn how to add a glossy blurred layer to a wallpaper (sample attached). I am unable to attach the one intended as it is 4K and heavy. But it looks more or less the same. It would be great to have some tips on the same.

Perhaps you might like the results you get using the filters in G'MIC:
• Lights & Shadows
•• Light Glow - Density = 96
OR
• Lights & Shadows
•• Relief Light - Opacity as Heighmap selected; Smoothness = 10

There are other ways, and soon other members of the forum should be giving better suggestions to achieve this effect.

You can use Filters > Render > Noise > Solid Noise... to generate a smooth black & white image.
And colorize it either with Colors > Colorize... or Colors > Map > Gradient Map.

Here I use this procedure to create 2 layers and blend them with a layer mask.
