I don't think that you can do this in GIMP (short of making your own amended version) but I think that X-Mouse Button Control could do this for you (I used to use this program when I was using Windows and miss it having moved to Linux). The program is free and, from memory, I think that you could configure the mouse as you want.

I don't think this is possible without editing and recompiling Gimp.

Actually reading the question again - right click brings up the context menu - pressing the space-bar allows you to drag with the mouse - so on Windows use X-Mouse Button Control to map the middle button to 'Space' for GIMP and this should do what you want (in X-Mouse Button Control you can specify mappings for individual tasks as well as settings for any programs not set-up specifically).
