I tried holding ctrl + alt, but the tool didn't change.  What else can I try?

Gimp Version 2.8.22

I am not sure what are you trying to do. The Move Tool  Move will move a layer within the image.

Otherwise give an explanation of what you are trying to achieve.

...or are you zoomed in and trying to move the canvas around?

Hold the space bar down, click-n-drag in the canvas.
or
Use the 'navigation' icon bottom right corner, click-n-drag to move around.
