This will very much depend on the banner. Can you give some reference or a screen shot of the flag / banner you intend to use. An actual image is best.

OK Found a flag on the internet. For something like this,   Text-along-path will look odd, so individual letters to paths then adjust letters using unified transform in paths mode.
..but not exactly elementary

Thanks, Rich!

I can get <ALL> the letters (entire phrase) in the banner, but wasn't sure where to go from there....hmmmm...

Thanks, that makes it easier to describe.  Sad but Gimp 2.10 and Ofnuts plugins are better, however using Gimp 3 and standard tools:

Several steps involved, this little 3 minute video should get you started (not using youtube this on my storage)

I've gotten this far....I think the "path" I'm on is leading somewhere....I'm getting stuck here....the plot thickens....

Oohh....how do I "register" on this list?

(PS -  I haven't used your tutorial yet....)

You think Inkscape would be "easier" to learn?

You have two lots of layer docks ??? - no matter you can always reset back to defaults sometime.

From your screenshot, it looks like you are almost there.  The text as a path can be moved with the move tool. There is an option for moving a path. That right side icon in the move tool options.  Once in position you can fill it with a colour.

Is Inkscape easier ?   Only when you know how Inkscape works.  As a logo the whole thing is better as a vector image.  I have attached a couple of SVG files for you to play with.
