how can I get the pretty glow/backlight on the heart?  I want to make 4 of blue/green/red/white(silver) of the 4 suits in poker 

Im HUGE NOOB in gimp, nothing makes sense

Filters > Blur > Gaussian Blur

You can also use Filters > Light and Shadow > Bloom.
Use the proper colour and Blur value, a bit of transparency as well

Bloom is basically Blur with a few presets.
