Since that looks dreadful, up the force setting in the paint tool to maximum, stillget a bit of anti-aliasing around the edges.

  Thanks. Yes you have to be careful in choosing the size and placement so one doesn't see the circles.  I forget if there is a 'grab' tool somewhere like paint.net.

Well I seem to be back in tgrouble with this in a newer version.  I also add a media file version as you said the other was too small.  I think you can see all my settings.

Each layer can have its own Layer Mode. The mode determines how the colours in that layer interact with the other layers. see: https://docs.gimp.org/2.10/en/gimp-conce...modes.html

Change your "snow" layer mode from Overlay to Normal

In addition to what Rich said:
The Paintbrush Mode is also set to Overlay. Change that to Normal too.
