I used the rectangle tool to make a selection like you would the path tool, I figured this was easier, but the border doesn't go away even when I click select>none and have a different tool pressed. Should I just not have used the rectangle tool then? Is the border impossible to get rid of?

There are 2 types of borders.
A static border represents a layer boundary. Use View > Show Layer Boundary to hide it.
A moving border (marching ants) represents the selection. Use Select > None to get rid of it. Use View > Show Selection to hide it - but the selection is still active and a hidden selection can cause confusion.
