Edit path bezier handle in wrong location

I'm trying to edit a path in GIMP. When clicking on certain nodes, the bezier handles don't appear to be in the correct location. One of the handles is placed right at the point of the node, making it almost impossible to move the node without moving the handle.
It doesn't happen for all points, just certain ones.

Could this be a bug, or is there some other issue?

Open (Extract) a handle:
Design: Select node: Ctrl-Drag square
or Edit: Drag square

I think it is in that Tread-Working-With-Paths as make symmetrical

However, since I can never remember that, the handle is there, you can see it (square) right on top of the node (circle)

Using the paths tool, click on the path just next to the node and drag to release the handle. Then drag the handle as required.

Using GIMP 2.8.20

When there is no tangent, the handle is right over the anchor.
