Locally Installed Help is NOT Working

I'm running GIMP Version 3.2.4 on Windows 10.  Both the Windows Installer and Help Installer have been run.  The preferences do say to "Use a locally installed copy" however that is not happening.  I do notice that the file name for the file I installed is "gimp-help-3.0.2-en-setup.exe", which does imply that the help is a bit older version than 3.2.4.  As best I can tell that is the newest one available.  Is it possible that has something to do with the problem?

Also, it looks like the Help Installer does not count as an installed program in terms of how the Programs & Features section of the Control Panel.  I'm afraid I don't know what files to look for in order to verify that it did get installed.  If that is something I should be able to do I could use some help.

The Help file version number does not follow the Gimp version number.  It is just rev 2 of Help.

Windows is a real pain, all sorts of things do not work.  You have already checked some things and for anyone else things to look at:

   

(1) .. Is, does Gimp find the help installation ? and (2) does the interface language match the Help version - en - installed.

   

(3) If you go to where the help files are buried, the folder -  en - has to match the download. (4) Try and find the index file and see if it opens with your web browser. Gimp help is all html.

   

....Then (5) It should open from the Help menu also F1

The problem might be your web browser. That is a Win11 VM and I do not have it connected to internet, normally no browser. I had to install Firefox just for examples.

My index file is named "index.html" rather than "index".  However, when you say "Gimp help is all html.", that may explain what I'm seeing.  When I select Help from the Help drop-down menu or press the F1 key the help opens in my browser which is what I have always associated with online help rather than local help.  I think you are saying that even local help now gets displayed using the browser.

I'm afraid my preference for local help is not based on needing it when not connected to the Internet but rather I prefer the style which particularly means having the Table of Contents remain on screen when displaying selected sections.  The conversion to html is the real problem from my perspective.  I haven't had time to verify this conclusion but if valid it is definitely something I find disappointing (i.e., current releases are inferior in this respect).
