The curves manipulation that Ofnuts proposes is working for me. After some denoise (Filters / Q'MIC-Qt / Repair / Ian Noise Reduction 2019), some sharpening and using the 'Healing Tool' this is a quick result using your negative scan :

To make a negative curve, just click on the circle handle at the bottom left and drag it up along the edge to the top left, then take click the circle handle at the top right and drag it down along the edge to the bottom right.

   

This is a first step, but we can do better:

• There is no pure black in the negative (nothing<18)  so "white" is really the value at 18 in the negative
  
• We can drag down the curve in the (negative) lights to darken the (positive) shadows
  
• We can add a slight S to improve contrast

Using OSX, which version of Gimp 2.10 ? The GEGL Negative Darkroom filter came in with Gimp 2.10.24. looks like this.
