Making a webcam overlay

So I have this picture of fire, all I want to do is have the picture as a border (webcam overlay). I just want to cut out a big rectangle out of the middle and have it transparent in the middle so whats left of the photo is made into a border, and then add text to the border. I have been messing with it for hours and can not figure it out, any help is appreciated. Thank you!!

1) Make sure that there is an alpha channel
Layer > Transparency > Add Alpha Channel
If it is greyed out there already is an alpha channel

2) Use the rectangle tool to draw a rectangle selection
See image below

3) Edit > Clear or press the Delete key

4) Use theText Tool to create your text.
The text will be created on a new layer

5) SAVE as xcf. EXPORT as a png (jpg does not support transparency)

Do i add the picture in first before i do the transparency layer? Thank you.

There is no separate transparency layer.

Add the picture, which will be in its own layer. Follow the above instructions on this picture layer. Then add text using the text tool. Text automatically goes into a new layer.
