I can' show the two layer panels separately in two different windows

I have two different images open in two different windows, so my single window mode is unchecked.
However, I can't create  two separate layer panels, one for each window. I have no problem showing a panel for each window, just clicking on the images
alternately, but I can't show them together.
The tab is detached, as shown in the screenshot. Also, I can't load more than one screenshot.

As far as I know, two layer docks in multi-window mode is not possible. You can keep the layer in one image showing while editing the other image using the layer Auto-follow toggle.

   

If you need two layer docks open then one way is using two instances of Gimp. You can start a second instance using the --new-instance switch. In a terminal gimp -n works. You can copy / drag-n-drop between windows (at least you can in linux)

   

No idea why you can not load more than one screenshot.
