Mouse drag and drop based functions not working

Yea the only thing that changed was the day. I didn't install or change anything at all, it was working now it's not and I have know idea how to fix it.

I know this is a few years old now but I experienced this behavior too but for a different reason.  I thought I would share it to save someone else the hassle.  

I recently upgraded to Windows 11.  I used the new Snap Windows feature to snap the Gimp window to a quarter of my screen.  That somehow messed with the drag and drop features in Gimp.  Once I unsnapped the window I was able to drag layers into the layer group again.  

I hope this helps someone else.
