No Panels or Toolbars (GIMP 2.10.8)
#1
I have installed and reinstalled GIMP 2.10.8, but the panels/toolbars are not visible. I have tried pressing Tab, but that did not show the panels/toolbars either.

Creating a new file opens a new window for some reason, but the new window does not have panels or toolbars either.

Hmmm...
(1) Reinstalling Gimp over-and-over-again in MS Windows rarely works.  Gimp saves its settings in your Gimp user profile, which remains between installations.  This because when you update, the new version of Gimp tries to use the old settings.

(2) Just in case it is the actual keyboard TAB key, try the menu entry  Windows -> Hide Docks (toggles on/off).

(3) Might work, try
In Gimp Edit -> Preferences -> Interface -> Window Management and click on Reset Saved Window Positions to Default Values Restart Gimp

(4) If that does not work.
Close Gimp 2.10 Go and rename your Gimp User profile. C:\Users\"yourname"\AppData\Roaming\GIMP\2.10 as a backup
Restart Gimp which makes a new default User Profile with the standard layout.

Just out of curiosity, why Gimp 2.10.8 ?  There were two experimental plugins in the "Playground" that do not work in later versions of Gimp 2.10 but there might be workarounds for Gimp 3.2.4.

This worked, thanks!

There is a plugin I'm using that doesn't work in GIMP 3. The original version of GIMP 2 which I was using got removed in a system reset, so installed GIMP 2.10.8 which I think is the latest stable version?

Ahh... the alpha-numeric trap Wink

All the 2.10 Windows installers are here: https://download.gimp.org/gimp/v2.10/windows/ and 2.10.8 dated 19-Mar-2020 is the last in the list.
...but not the last 2.10 version which is 2.10.38-1 dated 03-Oct-2024
