No keyboard shortcuts—all are disabled?

Hi, 
I have never messed with Shortcuts before. I was trying it on 3.0 and all of my Shortcuts are Disabled. I checked my GIMP folders for a shortcutssrc file and can't find anything like that. 

"C:\Users\megha\AppData\Roaming\GIMP\3.0"
"C:\Users\megha\AppData\Local\GIMP\3.0"

Shouldn't Shortcuts be Enabled automatically? Or shouldn't we be able to Enable them all automatically?
