So I decided to go back to the beginning. I uninstalled Gimp3 and removed any remnants that where hanging around. I then installed Gimp onto my D: drive. When it was done I check the plug-in locations and there were:
C:\Users\jack6\AppData\Roaming\GIMP\3.0\plug-ins
D:\Users\jack6\AppData\Local\Programs\GIMP 3\lib\gimp\3.0\plug-ins
Then I looked at what is where :
C:\Users\jack6\AppData\Local\GIMP\3.0\ only has the Crash.log directory
C:\Users\jack6\AppData\Roaming\GIMP\3.0\ has a number of empty directories in it, including a plug-ins directory
D:\Users\jack6\AppData\Local\Programs\GIMP 3\ seems to be the installed directories location
D:\Users\jack6\AppData\Local\Programs\GIMP 3\lib\gimp\3.0\plug-ins\ has the default plug-ins in it
I assumed that C:\Users\jack6\AppData\Roaming\GIMP\3.0\plug-ins was the user directory so I put gimp3_upscale there. BUT I still did not see the AI upscale plugin. So I moved it to D:\Users\jack6\AppData\Local\Programs\GIMP 3\lib\gimp\3.0\plug-ins\ but it still didn't show up.
(Note that my C:\Users\jack6\AppData\Local\GIMP\3.0\gimp3_upscale does not have a README file in it.)
So I blew it all away and re-installed into D:\Program Files (x86). So the plug-in directories were:
C:\Users\jack6\AppData\Roaming\GIMP\3.0\plug-ins
D:\Program Files (x86)\GIMP 3\lib\gimp\3.0\plug-ins
Put the plug=in into C:\Users\jack6\AppData\Roaming\GIMP\3.0\plug-ins and it still did not work.
At this point I'm a little frustrated. I had done a lot of work using Gimp3 before I ran into the plug-in issue and switched to Gimp 2 to do the most of rest of it (since that plug-in worked). Now I need to use the plug-in on some files that are Gimp 3 xcf and that doesn't work. I understand the comparability issues but that doesn't help my problem.
