For some reason, Gimp does not allow me to create a rectangle with rounded corners. Has anybody else experienced this issue? Does anybody know a fix?

It would be easier to provide you with any help if there were more elements available from you, such as a screenshot of the settings used for the Rectangle Select Tool... like this:

Another way Select -> Rounded Rectangle which retrospectively applies radius-ed corners to a rectangular selection. Useful for concave corners if required.
